Egypt Launches Safeguard Duties on Selected Steel Coil imports
In April 2026, Egypt's Ministry of Investment and Foreign Trade officially issued a final safeguard order, imposing three-year final safeguard duties on imports of all categories of flat steel, including hot-rolled coils (HRC), cold-rolled coils (CRC), hot-dip galvanized steel (GI/HDG) and pre-painted galvanized steel coils (PPGI/PPGL), effective April 2, 2026, replacing the provisional measures implemented since September 14, 2025. The investigation found that Egypt's HRC imports surged by 116% between 2021 and 2024, while imports of CRC, HDG, PPGI and other products rose by 86% cumulatively, causing serious injury to the domestic industry. Duties are levied as "ad valorem rates or minimum specific duties (whichever is higher)", declining annually over three years, with PPGI subject to 14.5% or USD 122/ton in the first year and HRC to 13.6% or approx. USD 76/ton; HRC products with thickness over 20mm and width over 1600mm are exempt.
Supported by strong infrastructure, real estate and manufacturing demand, Egypt’s steel market is set to grow steadily in 2026 with mild price increases. The measure aims to protect local steel producers and advance industrial localization. Global steel exporters are advised to comply with the new tariff rules, adjust cost and pricing strategies accordingly, and maintain their market position in Egypt.
